Providing assurance to HMG on designs, plans and progress for industry change

Ofgem introduced competition into the consumer market for electricity through a complex, challenging multi party programme. It wished to ensure industry had prepared adequately for ‘business as usual’ for customer and market operations, by commissioning a review to stimulate any remedial actions required. David delivered this review.

David was responsible for this review and structured the work into three phases. In the first phase, he identified seven attributes that were believed to be necessary for successful ongoing operations, drawing on PA’s experience of the processes, systems and organisation required to deliver and operate good services. From this high level set of attributes he derived a more detailed checklist of what are the most important characteristics of good ongoing operations.

In the second phase, a ‘data gathering’ exercise was conducted to assess how these attributes are currently being covered. Interviews were held with a sample of industry key players, across the Pool, PESs, JPW, Ofgem, CIDA and OPM, to obtain a variety of views on coverage of the criteria, identify the gaps and options for closing them. Designs, plans and other forms of preparations were reviewed and analysed against these attributes. A number of issue areas were synthesised and a draft report was circulated to industry for comment

The final phase was to collate feedback to the draft report from industry and issue a final draft to industry for action. This identified six action prongs, for example work to ‘ensure data quality, co-ordinating change and maintaining service standards’ was specified as being required.

This work helped ensure preparations met the criteria for good BAU customer centric operations and a smooth transition from market start up.
